Rural Social Capital Accumulation and Rural Public Services Supply Institution Induced Change in China
On the basis of analyzing rural public services institution change process since P.R.C has founded, the author points out that rural public services supply institution change have experienced the process from imposed institutional change to induced institutional change. The dilemmas of rural public services supply institution induced change include three aspects: the long lag of institution change, the free-rider problem of institutional change and the high cost of institutional change. Under the premise of analyzing correlation between social capital and institutional change, the author points out that rural social capital accumulation can overcome the dilemmas of the rural public services supply institution induced change. So it is necessary to accumulate rural social capital. The ways of accumulating rural social capital include three aspects: firstly, playing indirect role of grassroots government in accumulating rural social capital; secondly, promoting rural self-organization development; thirdly, cultivating peasant civic awareness and their public spirits.
