Public Sports Human Resources Development and Management in Chinese Local Colleges
The problems existing in local colleges of current china are severe, including the vacant position and unreasonable structure of public sports human resources, the function deviation between supply entity and regulation subject of them, the unsmooth system between schools, the low sharing degree and the idle and lack of human resource, etc. Aiming at this, to further optimize the increment allocation and stock allocation of college public sports human resources for the achievement of a comparatively satisfied working balance is evitable. Globally speaking, construct the mechanism with features of mutual confidence, mutual communication, mutual connection and mutual benefits and comprehensively arrange the sports teachers development and management to provide conditions for their mutual sharing. On the aspect of sports human resources planning, it is needy to propose specific construction aim on amount, structure and quality holistically and partially from a long, middle and short time. Construct the development and management system of college sports human resources, including deciding system, operating system, supervising system and feedback system. In the meantime, the supplementary mechanisms like market optimal allocation mechanism, capital mechanism of human resource, sharing mechanism, the fittest survival mechanism, competitively motivating mechanism, human oriented mechanism, legitimate interest protecting mechanism should be carried out, hoping to effectively manage and completely develop sports human resources in local colleges. In this way, the college public sports educational system will be full of vigor and vitality.
