Service-oriented Government and the Cultivation of Blue-collar Class—A Case Study of the Workers Community Education in Xiasha Economic and Technological Development Area in Hangzhou, China

As a new group of labor force during the modernization, the fact that rural labors movement into non-agricultural industries in urban has become increasingly prominent in China. The peasants entered into the workers class with an identity of migrant workers, which is separated from others by physical quality and operational skills. Seen from the perspective of social stratification, the biggest problem lies in whether the migrant workers group can become a real sense of modern industrial workers. And how to become a modem industrial worker, in turn depends on the policies and services that the government provides. A quality-oriented education project was set up by the Hangzhou Economic Development Area committee. By integrating the resources, local government provides related educational services for the workers, enterprises and society. Based on the field survey research, this paper intends to further explore the achievements and shortcomings of blue-collar workers project, so as to provide relevant recommendations on public education for local government. By doing case study, the authors gave an insight into the essentially changes of local governments public management strategies and public services.
