Displacement of Employees of Government and Executive Bodies in Metropolises (Challenges and Opportunities) Case Study on the Displacement Plan of Employees of Government and Executive Bodies in Iranian Capital City

Administration of public affairs or Public Administration is one of the most intricate and solemn duties and responsibilities of government leaders and managers. The broad and extensive scope of management as well as issues such as creating balance, promoting growth and development, and security and satisfaction of people, have all boosted the significance and importance of this task. One of the challenges ever facing most governments and administrations is the rapid growth and excessive expansion of metropolises particularly the capital city, which causes imbalance and disharmony in economic, social, cultural, educational and political growth of urban and rural regions and areas, leading eventually to undesirable consequences and outcomes. Hence the executive leaders have always been concerned with lessening or eliminating these undesired, non-functional and destructive consequences. With its vast geographical territory, and different provincial regions and areas and diverse cultures and tribes, Iran is not excluded from these issues. Statesmen and managers of the country are seeking to enforce operational and efficient plans and conduct research and studies in relation with this issue to improve the conditions for administering public affairs and balance the comprehensive growth in all regions throughout the country (in national levels). One of the plans devised, approved and implemented in this regard is displacement of employees of government and some ministers and affiliated executive bodies. The objectives that the government is seeking to achieve out of this plan are: balanced development beside economic growth, supplying the basic needs of the regions, improving growth spots, decentralization, distribution of industries with the purpose of providing regional balance, preventing from centralization of big cities, and poverty uprooting. Once realized, these objectives are hoped to create balance among different sections of the country in social, economic, geographical, cultural and educational fields. Therefore the plan for transfer of employees of government and executive bodies was confirmed on March 18, 2010 and implemented from the beginning of 1389 (April 2010). The most important basics considered in this plan are: ? Approaches of the transfer plan and its wherefores. ? Rules, regulations and directions associated with transfer. ? Organization of the structure of human resources and executive bodies. ? Operational strategies and the executive means of transfer, which have been dealt with and described in details in the main article.
