Study on Constructing Guarantee Mechanism of Information Communication for Public Crisis Management

摘要：

Information communication is one of the most important parts in public crisis management process. We can use timely, comprehensive and accurate information to enhance the effectiveness of decisions, and unite all parts of the society to cope with crisis, so as to reduce or eliminate negative impact of the crisis. Compared with the developed countries, there are some problems in many developing countries such as lacking information warning mechanism, poor information communication, and inefficient information transmission. So this paper discussed how to provide guarantee mechanism of information communication from five aspects. In other words, the crisis management information center should be established on the basis of Information Openness Law and Information reporting and Accountability institution. Whats more, the government should attach importance to crisis management information System design and civil information Quality Education.
