Preliminary Study about Generation and Development of World Heritage Integrity Concept

By looking through previous Operational Guidelines since 1977 edition, this paper mainly studied the generation and development of integrity concept, which divided the development process into four stages: germination, formation, stabilization, and expansion stages. Account into the relative background information, the paper tried to find what attributed to the changes. Integrity concept initially focused on specific criteria of natural heritage. After considering relative international conventions, the concept of integrity was attached to many new contents such as how to conserve species diversity in seasonable sites for migratory species, wetlands and some other types of protected areas. Then with the understanding world natural heritage conservation statement, some points about protection and management plan, boundary of the nomination property and buffer zone were considered into the condition of integrity. At last more thoughts about the relationship between cultural and natural factors in world heritage sites made the scope of integrity extend to cultural heritage. So the paper made a conclusion that world heritage protection organizations comprehension about world heritage OUV is becoming more synthetic in multi-dimensions. The development trend is significant to the value recognition and justification, protection and management in world heritage sites and other types of protected areas.
