The Role of CEMS in Environmental Regulation-- A Case Study of Chongqing

1. Background From 1990s, the continuous emission monitoring system (CEMS) has been installed in many cities to support the environmental regulation (ER) and control total pollutant emissions in China. In the beginning of 2007, following the announcement of CEMS installation by state council, the ministry of environmental protection (MEP) issued CEMS should be installed in all plants of key pollution sources (KPS) under the national monitoring program (NMP) before 2008, indicating the national capacity building of CEMS has been launched. By the end of 2010, China has built more than 300 provincial and municipal centers, monitoring more than 15 thousand of KPS. It can be seen that CEMS has been widely applied to serve for ER in China, but there are still many problems in the application of CEMS. Such as how to let CEMS served for ER more effectively? Whats the role of CEMS in provincial or municipal ER? And how to absorbe international experiences from other countries to see what lessons can be learnt. In order to find the keys to these questions and make ER more automatic, informationalized and scientific, its very meaningful to do some research on the application of CEMS in China, especially to do some case studies and comparative analysis.
