Study on the Evaluation of PPP Construction Project Performance

摘要：

In the application process of the PPP model there are many problems, such as low efficiency of investment, lack of incentive and restraint mechanisms and other issues. How to organically combine government resources and private enterprise resources to improve the performance of the entire process of the project which includes development, construction and operation, becomes one of the core issues in PPP project management. This paper establishes the evaluation index system based on the characteristics of PPP project and the collection of extensive literature, and evaluates the PPP project performance with the application of the Analytic Hierarchy Process and the Fuzzy Comprehensive Appraisement Method. On this basis, this paper gives some proposals which have certain guiding significance to improve the performance management of PPP construction project.
