China Experience in Applying BT Mode for URT Projects

In recent years, BT (build-transfer) mode has been widely used in China. In the field of URT (urban rail transit), Beijing, Shenzhen, Nanjing and some other cities have practiced BT mode, and have achieved good economic and social benefits. As to the BT mode for URT in China, the scope of the BT project is narrowed, project sponsors have to complete the preliminary design and other preparatory work, and BT Contractors not only establish the BT project company for the operation of the project but also are the main body for undertaking the construction work. Besides, different cities have gained different experiences in applying the BT mode for URT project. This paper will discuss the evolution of the BT mode applied in China for URT projects, and make a detailed analysis of the experience gained in managing BT projects of different cities. The BT mode applied in China is useful for countries and regions lacking such expertise and still in need of BT-based URT projects.
