The Research on the General Contract Model of Governmental Non-profitable Investment Projects

摘要：

Governmental non-profitable investment projects service for society including culture, education, health, scientific research, party and government organs, political and social organizations and other investment and construction projects. Due to the trait of nonprofitable, the legal person responsibility system is not effective for governmental non-profitable investment projects. This paper compared the agent construction system with the general contract model. It is concluded the possibility of using the general contract model for governmental on-profitable investment projects. This paper proposes the parties of governmental non-profitable investment projects and the rationality to use the general contract model. Finally, it puts forward the condition of using the general contract model and the effective way of realizing the project general contract model which is including: perfect relevant policies and regulations, widely practicing and advocating the advantages of the general contract model, establishing credit evaluation mechanism to guarantee the construction of governmental non-profitable investment projects, taking the important role of project managers seriously and so on.
