A Study on the Collaborative Ability of Public Part in Urban Rail Transportation PPP Project in China

摘要：

Rail transportation PPP project is widely used in China now and in the future. It is necessary to evaluate the collaborative ability of the public sector before sign the PPP cooperation contracts. This paper tries to propose the definition of collaborative ability, analyses the factors of collaborative ability of the public sector, extracts the evaluate indicators and uses the fuzzy comprehensive evaluation method to evaluate the collaborative ability. And this paper uses examples analysis to compare different PPP cooperation opportunities and take it as reference of decision making. It also gives some suggestions of further study about collaborative ability.
