A Research on the Risk of Land Consolidation Build-Transfer Project Based on AHP-FCE

摘要：

Under the situation of continuous increment of population, high growth rate of economy, accelerating process of urbanization. Build-transfer (BT) model is widely used in the process of urban land consolidation. However, when we are operating a land consolidation project, there are many risk factors. In order to analyze the risk factors that influenced the land consolidation project, this paper built an evaluation index system by Analytic Hierarchy Process (AHP), and then figured out the outcome of the risk In the process of project implementation by Fuzzy Comprehensive Evaluation method (FCE). Finally, according to the outcome of the evaluation, we put forward some suggestions and strategies that helpful to control the risk when using BT models in the process of consolidation.
