Reflection on Perfection of Guangzhou Community Management: a View of Improving Property Owner Self-Government

摘要：

The paper, through investigation of the establishment and operation of Guangzhou property owners organizations, reveals the problems existing in Guangzhou owners self-government and on this basis, by referring to the experiences of the community management and owners self-government in other countries and regions, puts forward some countermeasures and suggestions for further perfection of Guangzhou owners self-government and community management, including determination of the role and position of the government in guiding and supervising the work of property owners organizations, establishing good governing systems, providing supports and guidance in establishment and operation of property owners organizations, promoting cooperation between government and community, perfecting community self-management system, cultivating mutual trust and cooperation between communities, upgrading community self-governing capacity and building mew and effective contradiction solution systems, such as multiple and systematic dispute conciliation system, community culture construction system, etc. so as to create more civic, harmony and happy communities.
