Analysis of Technology Innovation Issues and Solutions at Different Levels in China

摘要：

The paper analyzes issues in Chinese Technical innovation from three layers (state, industry and enterprise), and raises the countermeasures accordingly. Talent, fund, innovation system guarantee, etc. are severe issues at the state layer; industrial core technology, industrial innovation investment, industrial structure upgrading, etc. are core issues at the industry layer; competitive capability, technical innovation investment and the cooperation of industry, academic institute and research institutes, etc. are key issues in technical innovation at the enterprise layer.
