Overall Consideration of National Defense Construction and Economic Resources Allocation

摘要：

To have a overall consideration of Chinas national defense construction and economic resources allocation, the essence is systemic integration of military capabilities and national defense economic resources, the target is general balance of the effect and efficiency of national defense construction, the principle is bidirectional optimization of the structure of martial battle effectiveness and national defense economy, and the premise is highly amalgamation of national defense organization system and national defense economy administration system. It means macroscopic association of national defense development strategy and economy development strategy, mesosphere association of national defense construction plan and national defense fiscal policy, and microcosmic association of national defense construction mission and national defense budget. I put forward my suggestions such as to build up the national security strategy decision mechanism coordinating military construction with civil development, the PPBS mechanism suited to the national and military status, and the scientific and self-contained investment projects management mechanism.
