Reducing the Cost of Vehicle Congestion by Shifting from Private Car Usage to Public Transportation in Benghazi (Libya)

This study is conducted with the aim of generating findings that could be used in formulating an appropriate strategy or policy measures for encouraging a shift from private vehicle usage to other means of public transportation with the aim of reducing motor vehicles on the roads of Benghazi, Libya. It is assumed that if the number of available motorists within the city is reduced, this would consequently lead to a reduction in the various negative effects of vehicle over-population. In achieving these objectives, a survey questionnaire measuring stated reasons for using different means of transport, trip characteristics of different mode choice by commuters, the likely effects of various government policy measures on car users shifting attitude, and the likely effects of general improvement in transport system including introduction of efficient rail transport system on willingness to change to public transportation means would be administered on 600 respondents in the city of Benghazi .This is being done with the aim of determining the various reasons behind the adoption of specific means of transport by commuters, what policy measures could be implemented by the government to encourage a shift to public transportation by car users, and what form of improvements could be initiated in the countrys public transport system to facilitate an effective mode shift among car users.
