Analysis and Design of Supervisory System for Government Commonweal Projects
This paper firstly goes deeply into analyzing the defects of the supervisory system for Government Commonweal Projects in China. Then, four principles for system design are presented, extracting the theory and practice of the developed foreign countries and regions in supervising Government Commonweal Projects. The principles are that projectexecuting departments are separated from projectusing departments, the payment pursuit is separated from project-executing departments, realizing project management specialization and setting up an independent monitoring mechanism. According to the four principles, a model of supervisory system for Government Commonweal Projects is put forward, in which different departments have definite functions, cooperating with and restricting each other.
