Housing Planning and Public Participation: a case study of Hong Kong

Housing planning in urban development is a challenge about creating a high quality of life. It aims to provide decent housing to accommodate a growing number of households, while ensuring a pleasant environment and sufficient facilities. In the case of Hong Kong, where the land available is scarce with a rapid increasing number of populations, housing is one of the most prominent issues. Housing planning and development embraces a series of processes: housing demand assessment, site identification and acquisition, planning approval, detail design, etc. The whole process contributes to provide housing as well as residential environment. In order to satisfy rising aspirations of the community, public should be involved actively in the planning process to present their demand and requirement, because they are expected to function within the housing, land uses and other community arrangements. This paper will try to briefly review the existing housing planning in Hong Kong, including the way to figure out the housing demand size, land supply and identification, strategies and planning for housing. After exploring the level of public participation, recommendations will come up to involve public participation into housing planning process.
