Integrated Development of Urban Rapid Rail Transit with Land Use

Urban rapid rail transit (URRT) is a typical public infrastructure with very positive economic externality. However, most of the URRT leaves the government with a vast financial burden because of the huge construction investment and the operation expenses. How to transfer the exterior benefit of URRT into its interior benefit or reduce the government allowance is a challengeable work. In view of the attributes of URRT, this paper analyzes the mechanism of URRT in improving the value of real property within the URRT affected areas and provides cases of the related real property appreciation. The paper also investigates the ways of URRT oriented land use as well as the strategies of promoting the positive impacts of URRT on real property values and value capture.
