Bilevel Programming Approach for Public-Private-Partnership Highway Network Design with Fuzzy Parameters

In recent years, public-private partnership (PPP) has been widely applied in the development of transportation improvements since it was originated in U.K. in 1992. Especially it has obtained huge success in toll highway development with the application in Chile as a successful paradigm. In PPP highway projects, how to balance the interests of the relevant stakeholder, mainly consisting of the government, the private sector and the public, is a very important and rather difficult task. In this paper, we attempt to discuss the PPP highway network design problem to balance the stakeholder interests via determining the optimal toll and capacity subject to fuzzy demands, which is actually a bilevel multiobjective optimization problem. To solve the problem, an approach integrating fuzzy simulation method, a traffic assignment algorithm, a bilevel programming method and genetic algorithm (GA) is designed. Finally, a case study of PPP highway development in Yunnan Province of South China is given.
