Adopting a design-reality gaps model and Indicators of getting success on Managing ICT Systems for Efficient e-Governance Initiatives
This paper examines documented cases of successful ICT operations of economically developing and developed countries, considered as best practices by ICT experts and World Bank case writers. Adopting a design-reality gaps model, it identifies similarities and differences in the design and implementation of their ICT systems, and the outcomes resulting from their operation, in view of possible threats of failure. By implying what the outcomes may logically suggest, it draws out possible guidelines, in the form of policies, for implementing effective ICT projects. These policies, in turn, shall serve as strategic inputs for developing e-Governance initiatives with high chances of success.
