A Fast Bit-rate Control Algorithm Based on Frame Level for H.264

摘要：

A new frame level bit-rate control algorithm for H.264 is put forward. The problem of slow control speed in traditional bit-rate control algorithms has been resolved in this algorithm. A new quality parameter adjusting strategy is introduced to ensure that bits generated in each frame are under control. The new algorithm is proved fast, simple and effective by experiment, also can ensure the smoothness of frames.
