Conceive of Integrative Emergency Communication Network for Dealing with Unexpected Events

摘要：

Emergency communication network must utilize various communication techniques to offer reliable and flexible communication services for different user groups at the occurrence of unexpected events.In this paper, backgrounds of building integrative emergency communication network are introduced.Then, construction requirements of emergency communication network are explained.Based on above requirements conceive plan of integrative emergency communication network framework.In addition, some key technique issues involved in building this kind of emergency communication network are discussed, including wireless self-organizing network, mobile handoff and QoS support considered.
