On the Function-change and Value-orientation of the Governments Social Management

The correct selection of value orientation of the governments social management is an important basis for the governments social management innovation. Chinas traditional government social management and social management is almost unity, but at this stage, government social management and social management should be distinguished. The government is one of the social managers. The government manages society mainly through rule-making, guidance and mandatory requirements of social actions to form the social habit mechanisms, so as to achieve the purpose of promoting social good operation. The main functions for the government to manage society include two aspects: making social rules and implementation of social rules. According to Chinas current social and economic development characteristics, the value orientation of government social management should be fairness and justice, human-oriented, democratic and legitimate management, and coordinated and sustainable development.
