Study on Cooperation between Local Governments from the Perspective of Synergetics
In general, the relations between local governments present evolution rules from separation to connection, from competition to cooperation, from junior cooperation to senior cooperation, and from simplicity to complexity. The core driving force in this process is the contradiction between the growing correlation of local governments and the relative stability of the administrative regions. By means of critical point fluctuations, order parameters and slaving principle, a synergetic mechanism model can be built to explore the necessity and contingency of cooperation between local governments, to provide theoretical guidance for the management practice. With the advance of globalization and regional integration, intergovernmental relations are necessarily developing into a synergetic situation of functional integration and benefit-sharing on an appropriate occasion. Therefore, local governments leaders should strive to cultivate systematic thinking, strategic thinking, creative thinking, decision capacity, risk awareness and a sense of crisis, in order to satisfy the needs of development.
