The Transformation of Local Government Function in the Background of Global Environmental Protection—Taking Guilin as an Example

Nowadays, environmental issues have transcended national boundaries to become global issues, which requires local government to set higher service, change its function and perform law according to the international cooperation mechanisms. For example, according to an agreement signed in 1998, the World Bank was helping Guilin to improve institutional and financial capacity for environmental protection, environmental services, and water resource management, and then in 2009 Chinas central government selected Guilin city to pilot approaches towards an international tourism city. However, our Environmental Protection Law is not clearly defined system of accountability of local government and their environmental objectives, and financial authority and powers of local governments are dislocation, which resulting in the functions of environmental protection of local government are often not right and environmental management is relatively weak. Therefore, local governments must match their financial rights and powers to strengthen the dominant position of their environmental functions, and finally achieve environmental protection and economic development, a win-win situation.
