Responsibilities and Strategic Arrangements of a Service-oriented Government in Agricultural Disaster Management

In the transformation period, governments responsibility is to be performed gradually from the political rule based to social management and social service based. The agricultural disaster management responsibilities of government are no longer a single disaster relief. Effective agricultural disaster prevention and scientific management increasingly become a fundamental requirement for a range of government responsibility. To fulfill the duty in agricultural disaster management is the fundamental guarantee of effective prevention and treatment of agricultural disaster. A series of strategic arrangements of agricultural disaster management is a prerequisite for the implementation of governmental responsibilities and the most basic requirement of a service-oriented government building in agricultural disaster management.
