Government Role on Promoting the Practice of Corporate Social Responsibility in China: A Case Analysis of Foxconn

Corporate social responsibility (CSR) refers to the responsibilities of the enterprises in their commercial operations. A corporation in the society should be responsible for its various stakeholders. However, some of them do not practiced very well especially in developing countries. For example, Foxconn, one of largest electronic OEM manufacturer in the world, would not begin to pay attention to the working and living conditions of its workers until more than ten suicides within three months happened in Shenzhen. This is all because the corporations lack of CSR perception and ignore the interests of their workers. In this paper, according to the stakeholder theory of CSR, we try to figure out what Foxconn should do to perform social responsibility better, and what the government should do to avoid similar tragedies. We analyze the government roles on promoting corporation to practice CSR in two aspects: the stakeholders and the life-cycle framework. While the local governments concern economic revenues of corporations, they should pay more attention to ethical aspect of CSR like working condition. Meanwhile, what the responsibility of government must be taken in different life-circle stages. Moreover, this paper discusses the causes of local government failure in this event and suggests local government should change the ways of thinking like encouraging firm to build the labor union. Only in this way can it play a key role to avoid the similar tragedies.
