The Equity of Higher Education in the Perspective of Service-oriented Government
Construction of service-oriented government has been transited from theory to practice gradually. Government reform has entered into the new period of changing function, improving public administration and public service capacity. One of the important objectives to construct service-oriented government is promoting social equity. Educational equity is the reflection of the society equity to the fields of education. In the new perspective, how to locate the relationship between government and higher education and how to promote higher education equity has attracted widely attention. This paper will focus on the management characteristics and regular pattern from the view of the government administration. Meanwhile, it will discuss the functions of serviceoriented government. It not only helps to enhance the management capacity of the government on higher education, but also helps to promote equitable development of higher education. Then it will promote social equity and build a harmonious society.
