Public Service Reform in Local Government of China: A Case Study of Three Municipalities

Following the requirements of the central government, the local governments in China have been carrying out administrative reforms at the provincial, municipal, county, and township levels since 1999. This article discusses the efforts of improving the delivery of public service through enhancing human service delivery, reforming the administrative examination and approval system, and increasing government transparency and public participation in Qingdao, Jinan and Linyi municipalities. This article argues that the administrative examination and approval reform has enhanced the efficiency of the delivery of public service, and local government has not been effective in delivering the services in the education, health care, and social security sectors. In addition, the issues of government transparency and public participation still remain problematic and need to be improved considerably.
