Public Policy System in the Transitional Period of Resource-depleted Cities of China: An Empirical Analysis

The resource-depleted cities have four common features: diminished resource-dependent industries, low total economic output, low per capita income and unsustainable development, so how to transition the resource-depleted cities is an obstacle that we must overcome. In order to find out the breakthrough to successfully transition the resource-depleted cities via political interventions, we chose to focus on the correlation between the various changes in the public policy system in the resource-depleted cities and the economic growth, and did a qualitative analysis on the related data collected from some of the resourcedepleted cities from 1954 to 2007. After an in-depth analysis on the relationship between public policy and economic growth, we propose possible solutions to successfully transition the resource-depleted cities economically through the revision of public policy system.
