The Practice and Enlightment for the Equalization of Basic Public Services of China—The Experiences from Chengdu

At present, China has stepped into a new development stage featured by Promote the rural areas by urban area and Coordinate development between urban and rural areas. Probing into the realization approach of equalization of public services becomes the common task both for governments and academics. This paper chooses Chengdu as a case study, analyzes the context and conditions for promoting the equalization of basic public services both in urban and rural areas in Chengdu, to explore the approach and strategy taken by government in the course of realization the equalization of public services. The Practice experiences of Chengdu Model show that: Guided by institution, guaranteed by public finance, attaching service administration mechanism as importance are the approaches to realize the equalization of basic public services
