The Governance Structure Reform and Improvement of Performance of Rural Public Service—The Experience from Reform of Rural Public Service in Hejiang Town in Sichuan Province in China
At present the whole performance of rural public service is in low level. Improving the governance structure of public service is an important way to enhance the performance of rural public service. The He Jiang town of Sichuan province in China reshapes the acts of governance subjects by shaping the governance structure that the government guiding, market organization, village organizations and farmers participate actively in San Jiang provincial rural construction. On the basis of this, it takes the action including performance evaluation, performance incentives and entering into agreements in order to make the responsibility for governance subjects clear, and strengthens the interaction and cooperation among the governance subjects. Through the reform in governance structure of public services, the performance of public services has been enhanced from three aspects: efficiency, fairness and response. This is valuable for other areas of our countries to improve the performance of rural public service.
