The Study of Age-linked Contribution Model of Urban Residents Basic Medical Insurance—Taking Shanghai, China for Example
Since 2008, the implementation of urban residents basic Medical insurance in Shanghai, has played an important role in protection of urban residents for access to Medical insurance and eased the difficult and expensive medical treatment issues. But the rate of urban residents insured is not very satisfied, especially very low for employment age group, and a two-ends heavy phenomenon formed, that is the majority of the elderly and infants, the middle less. The reasons are coming from that the insurance is chose by ones own free will and the contribution model. Therefore, the paper presents the contribution concept of intra-generational balance, then designs an age-linked contribution model and finally puts forward some policy proposals to achieve the path.
