Participatory Governance: The Goal of Chinese Government Management Reform
Citizen participation in government management has made significant progress in China since 2005. Many local governments have adopted participatory model during management process in recent years. The model of participatory governance represents development direction of Chinese management style reform, which tally with not only the actual situation of Chinese economic and social development, but also citizens subjective desire and expectation. Moreover, participatory governance is in line with democratic requirements and has a political basis. In order to realize the governance goal, governments should guide and teach citizens to take part in government management, foster and develop social organizations to participate, dialectically use online media tools in citizen participation. In the end, some effective measures should be taken to make institutionalization and legalization of participatory governance.
