What Can We Do to Deal with High Administrative Costs in China
Chinese administrative system has witnessed seven times of reform since the policy of reformation and opening, but the problem of high administrative cost is still an open question. According to the related data, both the proportion of administrative cost to fiscal expenditure and the increasing speed of administrative cost are very remarkable, Chinese administrative cost is 25 percent higher than the western country average. The reason of the high administrative cost not only be attributed to the nature of the government behavior, but also related to factors such as unwieldy public organization and overstaffing, irrational organization structure and manning level, power corruption and decision failure. It is for this reason that we have to continue to transform government functions, implement multiple public management pattern, complete the current budget system and strengthen mechanism of Responsibility-for-wrong-decision in administration. Only in this way can we solve the problem of the high administrative cost.
