Constraint and Development: The Analysis on Institutional Environment of Urban Grassroots Social Organizations

摘要：

The development of urban grassroots social organizations is heavily influenced by institutional environment. Currently, in China, the institutional environment restricting the development of urban grassroots social organizations contained formal and informal institutions. Concretely speaking, the former including the social organization management system mainly characterized as specialized registration, dual responsibility and the community management system mainly characterized as single center, while the latter means officials and residents traditional political culture mainly characterized as poor public spirits. To optimize the institutional environment for the development of urban grassroots social organizations, it is a must that to renovate the social organization management system and the community management system, to cultivate officials and residents the public spirits as well.
