On the Construction of the Third Party Institution

摘要：

Since the reform and open up of china in 1978, the economy of china has developed so quick that Chinese peoples living standards have soared up greatly, yet there are still a lot of problems waiting to be solved behind the prosperity, among which are the problems of letters from and visits of the people, this paper endeavors to solve the problems mentioned above, according to the status quo of china and absorbing advanced western theory, this paper proposes to construct a third party institution which is based on the theory of polycentric governance and the prevalence of the third party phenomenon to replace the bureau of letters and calls in china, this paper holds a belief that an independent autonomous third party institution is one of the effective ways to solve the problems of letters from and visits of the people.
