The Development of Fisheries Associations and the Transformation of Government Functions in China

Corresponding to the three stages of economic development, the relationship between fisheries associations and government evolves from Statism, State Corporatism, to Societal Corporatism. In the era of planned economy, fisheries associations were in a position of subordination, totally dominated by government as its organs to discharge its functions. Their relationship was Statism. Governments functions were all-round type. During the transformational period, fisheries associations have obtained a certain degree of autonomy to undertake part of governments trial transferred functions. Fisheries associations are still in a restrained status, since government exerts a certain degree of compulsive control by determining the choice of their leaders and representative monopoly. Their relationship embodies State Corporatism and governments functions are adjusting type. After China builds mature market economy, fisheries associations will obtain relatively independent position. Their relationship will not be mutual independence and antagonism but mutual empowerment, which reflects not Pluralism but Societal Corporatism, though they are still controlled by government by noncompulsory ways. Fisheries associations become the point of transformation of governments functions and governments functions evolve to macroregulative type.
