The Improvement of Social Organizations Professionalization during the Government Management Paradigm Shift in China
The pattern of government development has a direct impact on social management. But now government is not significant. An important reason for this situation is that as an important force in social management-social organization does not play its unique role. Their own lack of capacity, particularly the low professional level of practitioners has hindered the executive power partly delegated by the government, and the ability of providing outsourcing services. This paper will begin with improving the professional capacity of community organizations to explain the gap between concepts and management practices in the government management, and further improve the government, management model.
