Study on Transformation of Government Functions in the Development of Chinas Land Market

摘要：

In Chinas land market, the government plays multiple roles in land transaction as the land owner, the regulator and a purchaser. Conflicts of interests among different roles lead to the failure of government intervention in the land market and many serious problems, such as substantial reduction in cultivated land, extensive use of construction land, and disorder of land market. It is crucial to identify the appropriate functions of the government in order to enhance its regulatory role in the land market and to keep prosperity of the land market. This paper discussed the governmental behaviors in land market, and analyzed the main causes of abnormal behaviors of the government. Based on these analyses, this study specified the appropriate functions of the central government and the local government respectively, and proposed some approaches to promote the transformation of the government functions.
