With the rapid development of industrialization and urbanization, the demand of labor force flow, especially surplus rural labors swarming into the metropolises, is being enhanced obviously. However, labor force flow is being gravely restricted by the traditional household registration system. What is worse, it is blocking the development of industrialization and urbanization. The traditional household registration system not only records the basic information of citizens for management, but also welfare benefits annexation including the inequality of social security, medical insurance and education etc. Therefore, the right of peasant workers can not be ensured; the inequality of society is strengthened; what is worse, constructing a harmonious society and urbanization will be greatly influenced. Therefore, household registration reform is imperative. Recently, household registration system has been reformed or is being reform by an increasing number of metropolises: some failed; some succeeded; others are reforming. In order to smooth household registration reform, the paper analyses the critical factors of household registration reform by comparative cases in Zhengzhou and Chengdu and then probes into some universal laws.
