On Chinas Administration of the Emergency Rescue of Outdoor Mountaineering Sports with FEMA as Reference
From the beginning of 21st century, mountain-climbing has got a very rapid development in China and people who take part in this activity also come in increasing number. Mountain-climbing is an outdoor sport of high risks. In the climbing process, many unpredictable factors are inclined to lead to mountain accidents and the subsequent personal casualties, property damage and failures of investment would be harmful to not only individual family but also the whole society or even become the destabilizing factors in society. This paper aims to make a statistical analysis and discuss on Chinas administration of the emergency rescue of mountainclimbing and Chinese mainlands mountain-climbing activity with the methodology of statistics and contrast according to the experience of Federal Emergency Management Agency (FEMA). The conclusions are: administration of the emergency rescue of mountain-climbing is a constituent part of Chinese public administration; the methodology adopted by FEMA can be applied to administration of the emergency rescue of mountain-climbing in China as a model; the continual improvement of theories and mechanism of administration of the emergency rescue of mountain-climbing and a in-depth discuss on the method of it could enrich the content and organizational system of public administration theories and also foster a safe, orderly and sound development of Chinese mountain-climbing-like outdoor sports.
