Study on the Experience of the Wetland Protection in Louisiana on the Restoration of Wetland in Yellow River Delta

With the realization of wetlands in Louisiana lost quickly, legislators and voters began to call for wetland protection in the 1970s and passed an act (CWPPRA) in 1990. The act formulated how to build the sources the funds and use it, how to form the task force and organize its work and how to apply different techniques to the projects of wetland protection. The wetlands in Yellow River delta have been decreasing and the ecosystem is being deteriorated. The natural reasons are the drought-up of Yellow River and the course changed too much. Industrial pollution degraded the wetlands and the agriculture activities led to wetlands reduction as well. Chinese government has takes some measure and start some projects to prevent the wetland situation keeping worsen. The course of Yellow River was fixed. The chemical factories were built together and the waste water was treated. The problems are that the deficient laws and regulations, fragmentation of management and unstable measure to deal with industrial pollution and agriculture occupant. What we can learn from wetland management in Louisiana is that the comprehensive administration, the stable and large amount of funds and the effort to make public participation.
