Construction of Rapid Response Mechanism of Broadcast Coping with Public Emergencies under the Context of New Media in China

Along with the rapid development of new technologies, especially with the rise of new media application such as Internet and mobile phone, the new media has completely changed the natural mode of information dissemination as the audiences need to use information is met. However, when the public emergencies break out, especially when the severe natural disasters happen, broadcast has been turned into the most important medium to report emergency information for responding to disasters and help people to obtain the disaster relief information outside as the communicational conditions are extremely poor, like the traffic is blocked, the electricity supply is interrupted, phone cannot be connected and the TV cannot be watched. In view of the above, under the context of new media, based on the start point of broadcast coping with public emergencies, through reviewing the domestic and foreign modes of broadcast coping with public emergencies, by exploring the core competencies of broadcast reporting public emergencies and analyzing the broadcasts negative effects of reporting emergencies, this study proposes a rapid response mechanism of broadcast coping with public emergencies, which consists of three systems, namely, national warning system for broadcast monitoring public emergencies, the same radio frequency system for broadcasting of the central and the local, and the broadcast coverage system covering rural and remote areas and the dense mobile crowd areas. The three systems cooperate to enhance the function of broadcast coping with public emergencies.
