International Comparative Study of New Leadership Dimension on Local Government Organizations-USA, China and Japan

The world is increasingly imbued with a sense of uncertainty. In order to break the current sense of stagnation, leadership is required. We have been approaching our research from the view point of Keypersonship in local government organizations. Keypersonship is a philosophy and practice of servant leadership, sharing power and developing trust between leaders and followers by focusing on their whole-soul (spiritual) essence. So far we have analyzed case studies in the U.S.A and Japan. In this paper we add the data of China and make further analyses. In the previous paper1, the Leadership Perspectives Model (M. Fairholm), the work of Greenleaf, Whitehead, Senge and the Situational Leadership Model (Hersey and Blanchard) contributed to the Keypersonship Model. This paper focuses on the relationship between Keypersonship and action efforts for work improvement and policy improvement (Innovation). Factor analysis, and multiple linear regression analysis suggest that there are relationships between the five measurement factors of Keypersonship and the factors of work improvement and policy improvement.
