On Institutional Arrangements of the Ecological Technology Paradigm Construction

摘要：

Constructing ecological technology paradigm is the important means to construct the harmonious society. To promote ecological technology innovation and overcome the systematical barrier, the problems such as deficiency of driving force, motive,pressure,capability, pulling force for the paradigm of ecological technology must be solved. The function of the government should be transformed to form the driving force, the market should be formulated to form the motive, the ecological consumption should be fostered to form the pulling force, and the ecological management system should be established to form the capability.
