Accountability and Transparency: Key Factors for Successful Policy Innovation, A Case Innovation of Education Policy in Jembrana,Bali 2001-2005
The Regency of Jembrana in 1999 was the poorest region in the Province of Bali, Indonesia. In 2001, the regency was firstly acknowledged as the region with the best performance in education development in Indonesia. It then becomes the best practice of successful education development under Indonesia decentralization system until today. The accomplishment is due to local public administration that is successfully transforming the institution to become an accountable and transparent one. Therefore, any policy innovation, even though out from the mainstream policy, is well-accepted by public and local political elites.
