Dilemma and Strategy in Building a Service-oriented Government: The Case of Zhejiang Province
Presently, building a service-oriented government has been the main direction of government reform in China. Based on this common view, there is a debate on how to build a service-oriented government in the academic world. Many of these controversies come from the different dilemma in practice of various local governments. However, we will find the dilemma is related to whether governments have the motion to provide public service after attentive analysis. By studying the two cases of Zhejiang Province, the article finds that on one hand, the lack of financial resource caused by separate tax system will impair the capability of building a service-oriented government; on the other hand, the areas that have enough financial power are not willing to build a service-oriented government. It relates to the assessment system of Political championships in China currently. These two types of dilemma indicate the existing system constraint the motion in building a service-oriented government at different levels. Combination of the above findings, the study will present policy advices.
