From Fragment to Whole: The Legacy and Transformation of a Public Administration Paradigm in China
Since the 1980s, New Public Management of western developed countries has pushed forward a revolutionary change of the public administration paradigm. New Zealands public sector reforms are the pioneers of New public Management, as the laboratory of reform, it is reputed as the model of reform because of its thoroughness, sustainability and effectiveness. However, the problem of fragmentation in traditional bureaucratic systems is spreading. Since the beginning of the new century, New Zealand set out a new strategy of reform which is Whole-ofgovernment, to overcome effectively the defects of the system, and transform the administration paradigm from New Public Management to Whole-ofgovernment.
